Project Management

SMMMS Has considerable experience in the management of large and small housing projects and places particular emphasis on maximising the income generation and skills empowerment components of construction. SMMMS has a comprehensive understanding of housing construction which allows us to devise creative arrangements for involving emerging and smallscale contractors in construction activities.

SMMMS provides Programme and Project Management services. SMMMS has been involved in a big-budget get management support service. We established a Project Management Offi ce to assist the Department of Water Affairs (DWS) and the National Water Resources Infrastructure Branch (NWRIB) in the management of its responsibilities and functions, including, inter alia, proper fi nancial management, budgeting, planning and contract supervision in accordance with the requirements of the Branch.

NWRIB’s annual budget was R12.4 billion.

Management Support & Policy Development

The institutional environment in countries where there are significant development challenges, such as poverty, unemployment and a lack of access to basic services is very challenging. There are usually urgent development priorities and under-resourced government structures within a dynamic and challenging policy and programme environment. In such situations, there is often a need for significant management support to various spheres of government to support development programmes.

SMMMS has provided extensive support to the Department of Water Affairs and Forestry, the Department of Environmental Affairs and Tourism and the Department of housing in South Africa as well as directly to municipalities.

Business Planning

SMMMS has significant experience with business planning in the public sector environment. SMMMS has the capacity to develop and design such systems as well as be able to re-engineer and operationalize them to ensure that they harmonise with existing processes.

Strategic Policy & Communications Support

SMMMS can provide strategic policy and communications support to public sector institutions to assist with the implementation of their programmes. SMMMS has provided this level of support to the Department of Water Affairs and Forestry and the Department of Housing over extended periods of time. SMMMS staff have an in-depth understanding on the dynamics of the public sector policy and programme environment and knowledge of how to operate effectively and achieve results with this.

Local Government Support

As well as providing strategic support on the design and rollout of municipal support programmes, SMMMS can provide onsite support to municipalities to assist them with carrying out their functional responsibilities in relation to service delivery.

Employer’s Representative

SMMMS is able to provide staff to be Employers Representative in relation to BoTT (Build Operate Train and Transfer) programmes. This function was carried out effectively in such a programme in the Department of Water Affairs and Forestry in Limpopo and Mpumalanga Provinces of South Africa.

  • Department of Water Affairs and Forestry, Mpumalanga: Technical Assistance Contract for water services support.
  • Lusaka City Council Management Support: Assisting offi cials of the city of Dayton Ohio and Lusaka, Zambia in identifying methods of enhancing services delivery, especially in connection with solid waste disposal, and development of pilot projects using private sector and community resources.
  • Eastern District Council, Northwest Province: Management Contracts: Contract Documentation for maintenance of public open spaces and cemeteries, and maintenance and improvement of roads in Ga-Rankuwa. South Africa.
  • Department of Housing: Facilitation of 9 Provincial Workshops and 5 Workshops on Housing Policy and Strategy Informing the National Housing Summit.

  • Department of Water and Sanitation: Strategic Asset Management and Mentoring of Young Technical Staff (Dam Safety Directorate) and NWRIB Project Management Office (PMO) Support: Dam inspections, construction monitoring on DSRP projects (Provide services that included compilation of technical guidelines and benchmarks and providing technical training to young DWA engineers and technologist), 2013 – 2016.   • King Cetshwayo District Municipality, King Cetshwayo District Municipality Project Management Unit: Financial Management, project identification/feasibility process, contract administration, programme/project management, project monitoring & evaluation, capacity building, Richards Bay (KwaZulu-Natal), 2015 – 2018.
